Improvements in rural areas

I've noticed that rural areas are highly neglected when it comes to a lot of advancements, including health. Disability is one of these and I think we need to make these strategies as available in rural areas as they are in metropolitan areas. This fosters equality amoung all citizens. 

It's important to consider rural healthcare in this plan as well
